However, accessibility upgrades across historic suburban tram stops remain behind long-term federal standards, creating persistent mobility barriers for disabled passengers, parents with prams, and elderly commuters across inner-suburban corridors.
The central infrastructure obstacle facing Melbourne's tram system is the prevalence of traditional street-level tram stops. Converting standard street stops into level-access elevated platforms requires taking over road space, removing on-street parking, and modifying traffic flows—often resulting in intense localized friction with suburban traders and local councils.
